Three levels of competency, assigned by role. No technical background is required at any level. Literacy beats prohibition: staff who understand the tools flag the problems.

Pharmacy operators Staff who use an approved AI tool in daily work. The tool's standard operating procedure. How to check outputs against source data. The escalation path when something looks wrong. Can demonstrate the checking step and the escalation path for their tool without notes.
Governance leads The people who own the approval gate, vendor review, and monitoring. Risk assessment against the five categories. Vendor review, including the Reverse Canvas and the due-diligence checklist. Monitoring design and incident review. Has run at least one vendor review and one incident or near-miss review in the last year.
How to start: assign every person in the department to a level this week. The all-staff level can be delivered in one huddle. Operator and governance training follow the tools you actually approve.
